National Common Minimum Programme and Delhi Master Plan

DMP has explicit provisions for hawking, small shops, regulated mixed use, etc, that recent informal sector policy has been disregarding to maintain extortionist status-quo and other policy has been subverting by allowing misuse of their DMP space. NCMP commitments for informal sector call for rectification by enforcing DMP or better solutions.

  • announcement of policy to license commercial misuse in residential areas to, in effect, spare planned commercial space for up-market commerce, quashed by Supreme Court (but without directions for DMP solution, not sought in that PIL), 02.08.2004
  • announcement of schemes for privatizing weekly markets in unplanned sites and liberalizing use of planned space meant for them, 06.09.2004
  • DDA/MoUD issue metro IT Park Public Notice for change of land use to commercial on river bed, 18.09.2004
  • DDA letter for police assistance against "vendor menace" in Nehru Place > letter to Police Commissioner, 02.10.2004
  • DDA/MoUD fail to file replies in MPISG PIL as per court order of 11.08.04, matter not heard for paucity of time, 13.10.2004
  • MCD plans to "regularize" hawkers as per Manushi-MCD policy > letters pointing out how the proposal is invalid under MCD Act and cognisable offence under DDA Act, 16-17.10.2004
